Citizens Utility Board


Have you been overcharged on your gas or electricity bill? Left without service by one of those 'new' local telephone companies? Frustrating isn't it? Do you, the consumer, have anywhere to go? Yes, you do! The place to turn is the Chicago-based Citizens Utility Board (CUB). 

CUB, a nonprofit consumer watchdog group, was established by The Illinois General Assembly and assigned the task of representing the interests of residential utility customers throughout the state. It is CUB's duty to challenge utility rate increases, fight for rate reductions, and refunds, and appeal unfair regulatory decisions in the courts. CUB promotes tougher consumer protection laws in the state legislature and publishes consumer education materials. What has CUB really done for the Illinois consumer? Since operations began in 1984 CUB has saved consumers over $5 billion by blocking rate hikes and winning consumer refunds. 

CUB is also heavily involved in the ongoing deregulation of the utility industry. The Board is working to ensure that the introduction of competition will provide real benefits for the people and not just added headaches and hassles. Most recently CUB has been studying the implications of the Illinois Telecommunications Act of 2001. CUB operates a Consumer Hotline that provides assistance to individual consumers who have complaints against their utility companies. The hotline fields more than 6,000 calls per year! 

CUB receives no taxpayer funding and is supported primarily by donations from its 100,000 members. CUB maintains a very informative Web site at which you can submit utility complaints, join CUB or check out consumer publications that can help you save money.
